At the Town of Innisfil, we welcome public participation at Council meetings. If you would like to speak or comment on an agenda item, you need to follow the appropriate procedures.

Due to COVID-19 all Council meetings will be held virtually until further notice. See our Council and Committee meeting portal for more information.

Participating at a virtual meeting

Council meetings start at 7 p.m. Please visit our YouTube Channel to watch an upcoming meeting. There are three ways that you can participate in a virtual Council meeting.

Request a delegation

If you would like to participate in a meeting as a delegation, you need to complete our Delegation Request form. For non-agenda item delegations, please contact clerksoffice@innisfil.ca by 12 p.m. on the Friday before the Council meeting. The delegation request form becomes unavailable after the deadline.

Once we've reviewed and confirmed your participation, you'll be able to speak for up to 10 minutes during the Council meeting. You can join the meeting by calling in or by joining using the link that we will email to you the day of the meeting.

Comment on an item

If you would like to comment on an item, please send an email to clerksoffice@innisfil.ca. We can circulate your comments to Council and any other appropriate staff.

Participate in an open forum

At the beginning of each Council meeting, we allocate time for an open forum. If you'd like to speak during the open forum, please complete the Open Forum form. You must submit the form by 4 p.m. on the Tuesday before the Council meeting.

Participants in an open forum will have the opportunity to comment on an agenda item for up to two minutes.

Participating at a regular meeting

When Council meetings are held in person, we use the following procedures to request a delegation and speak before Council.

Request a delegation

Please complete the Delegation Request form and return it to the Clerk's Office. We must receive your request by the following times:

  • No later than 12 p.m. on the Friday before the meeting if you're speaking on an item that doesn't appear on the meeting agenda
  • No later than 12 p.m. on the Monday before the meeting if you're speaking on an item that is on the meeting agenda

You will have 10 minutes to speak on the item indicated in your request form. Please follow the Presentation Accessibility Guidelines if you will be showing slides while you speak at the meeting.

Rules and regulations

Please make sure to follow all rules outlined in the Delegation Procedures. No delegation shall:

  • Speak disrespectfully of any person
  • Use improper language
  • Speak on a subject other than the approved topic outlined in the delegation request
  • Disobey the rules of procedure or a decision of the Mayor or Chairperson

Delegations are not allowed to speak on the following items:

  • An item involving current or pending litigation
  • An item involving an insurance claim
  • Administrative complaints that have not been reported and investigated
  • Anything that is beyond the jurisdiction of Council
  • An item that is contrary to the Municipal Freedom of Information and Protection of Privacy Act

Speak at an open forum

At the beginning of each regular Council meeting, we hold an open forum where participants can speak for up to two minutes on an agenda item. We will have a sign-up sheet available at the reception table. Please add your name to the list if you'd like to speak.

Submit a petition to Council

If you'd like to initiate a petition to Council, you must complete the Petition form and submit it to the Clerk's Office no later than 12 p.m. the Friday before a regular Council meeting. Petitions must have at least 10 signatures. See our Procedural By-law (section 39) for more information on submitting a petition. 

We will only contact the Petition Organizer listed on the petition.
