Facilities Master Plan
The Facilities Master Plan outlines our community's priorities for twelve Town-owned facilities and specifies when and where investments are necessary to realize those priorities. Spanning 30 years, the plan will help the Town of Innisfil accommodate future population and employment growth, while also fostering our facilities as centers for wellness, social connection, and community wellbeing.
Council approved the Facilities Master Plan on April 3, 2024, except for recommendations about 19 Queen Street. More detailed recommendations for this facility will be provided at a future Council meeting.

Facilities
Facilities included in the scope of the plan are:
- Stroud-Innisfil Recreation Centre
- Innisfil Recreational Complex
- Morgan Russell Memorial Arena & Community Centre
- Innisfil Operations Centre
- Salt and Sand Dome
- Churchill Community Centre
- Knock Community Centre
- Cookstown Theatre
- Cookstown Community Centre
- Rizzardo Health and Wellness Centre
- Innisfil Town Hall
- 19 Queen Street (former Cookstown Library)
Out of scope facilities include Innisfil's libraries and fire stations. These are included in the Library Master Plan and Fire Master Plan, respectively.

The Facilities Master Plan includes recommendations for each of the in-scope facilities, future policies, financial opportunities, and operational practices.

Public engagement
During public consultations, community members were invited to rank the importance of upgrading or replacing existing facilities based on seven Guiding Principles. The community’s feedback was then analyzed with capital and operational data to inform the final recommendations included in the plan.
The public consultation for the study included:
- A Virtual Open House on April 4, 2023
- A survey undertaken in August 2023
- Conversations with representatives from 27 different user groups, including sports teams, charity groups, and meeting space users
- Internal stakeholder meetings with 12 separate Town departments, committees, and project teams
