Housing Needs Assessment

Completed in 2025, the Housing Needs Assessment (HNA) provides essential data on Innisfil’s current and future housing needs. It's a tool that will help us address gaps in housing supply, determine where and what types of homes should be built, and plan infrastructure to support community growth.

The Town is required to have an HNA in place to access federal funding programs like the Canada Community-Building Fund. The HNA will be used by all levels of government to guide housing policies and support evidence-based decision-making for infrastructure investments.

The HNA identifies several opportunities that will shape our vision, policies, and actions:

  • There is a significant need for affordable housing, particularly for priority populations such as seniors, Indigenous individuals, lone parents, and those fleeing domestic violence.
  • Innisfil requires a wider range of housing options, including smaller units for one- to two-person households, multigenerational homes, infill development, secondary suites, and culturally appropriate housing for those who are Indigenous.
  • The Town should collaborate with other housing actors, including other levels of government, developers, and non-profit organizations.
  • The Town can develop practical and tangible policies to address housing needs, such as updating by-laws, providing financial incentives, and streamlining development approvals.

The HNA is informed by quantitative research such as economic data, population statistics, and household forecasts and qualitative research such as interviews, policy analysis, and community engagement. 

Affordable Housing Strategy

The Town is developing an Affordable Housing Strategy to meet the community's need for more affordable housing options. This strategy outlines a vision, key directions, and actions we can take to support the development of affordable and attainable housing throughout Innisfil.

The strategy is informed by the Housing Needs Assessment and aligns with the County of Simcoe's Affordable Housing and Homelessness Prevention Strategy.

The final strategy will be presented to Council in late 2025.

Housing Pledge

On November 8, 2023, Council endorsed a Housing Pledge for Innisfil to the Minister of Municipal Affairs and Housing. The pledge outlines how the Town will meet its housing target of 6,300 units by 2031, as set by the Province.
