Administrative Penalties for Automated Speed Enforcement
The Town of Innisfil uses Automated Speed Enforcement (ASE) to improve road safety and enforce speed limits in designated Community Safety Zones. The administration and adjudication of these infractions are now handled through our Administrative Penalty (AP) System.
Administrative Penalty System
ASE tickets (Penalty Orders) issued after October 1, 2025 can be paid or disputed through the Town of Innisfil's Administrative Penalty (AP) System rather than the Ontario Court of Justice.
Please check the back of your ticket to confirm available options. Tickets issued before October 1, 2025 must still be paid or disputed through the Ontario Court of Justice.
If you get an ASE ticket, you have three options:
- Pay it
- Request more time to pay it through a Screening Review
- Dispute it through a Screening Review
An option must be selected within 30 days of the 'Date of Deemed Service' stated on the ticket.
Benefits of the AP System
The AP System moves ASE ticket disputes out of the court system and allows municipalities to offer more flexible alternatives to settle appeals. This process is faster, fairer, and more transparent for residents. Wait times to resolve disputes are often 2 to 3 months.
The AP System is permitted by the Province of Ontario for specific infractions under the Highway Traffic Act.

Making payment
You can pay your ticket online or in-person.
In-person payments can be made at Innisfil Town Hall, located at 2101 Innisfil Beach Road, Innisfil, Ontario.
- Open Monday to Friday, 8:30 a.m. to 4:30 p.m., excluding statutory holidays
- Cash, debit, money order, and bank draft are accepted
You will need your Penalty Order Number and the licence plate of the vehicle to make payment. This information is found on the ticket.
Administrative Penalty Orders are issued by mail only. The Town does not email or text penalty orders. Please call us at 705-436-3710 to verify any information that seems suspicious.
Disputes
There are two levels of appeal with the AP System. For both levels, the vehicle owner can designate an authorized representative to represent them at an appeal.
We do not provide language interpreters. If English is not your first language, you are responsible for providing your own interpreter.
First level appeal: Screening Review
Screening Reviews are conducted by a screening officer. If you dispute your ticket, you must request a Screening Review within 30 days of the 'Date of Deemed Service' stated on the ticket.
Please include copies of any documents that could be evidence. This includes:
- Photographs
- Letters or Affidavits

Screening Review procedure |
The screening officer will review and consider any documents you submit before making a decision. During the Screening Review, the officer may:
Screening Reviews take place virtually and we will provide meeting links once a screening is scheduled. Please arrive 5 to 10 minutes before your scheduled screening time and wait until your matter is called. Be prepared for the review process, including wait times, to take up to two hours. You will be able to speak to the matter and present any evidence before the screening officer makes their decision. |

Second level appeal: Hearing Review
You must submit a Hearing Review within 30 days of receiving the screening decision. We will confirm the date and time through email or mail once the request is received.

If you'd like to receive the Town's documents related to your ticket, which may include the Provincial Offences Officer's certified statements or photos, please complete a request for disclosure form at least 10 days prior to your scheduled Hearing Review date. The Town will have a representative at the hearing, but the Provincial Offences Officer is not required to attend. |

The hearing will be held before a hearing officer. The Town will be asked to present its case first, after which you can present any evidence. |
Rescheduling or cancelling a Hearing Review |

Except in extenuating circumstances, a Hearing Review will not be rescheduled more than once. If you change your mind and decide to pay the ticket up to the day before the hearing, please email amps@innisfil.ca so that your hearing can be cancelled. Please include your penalty order number, name, and address. If you fail to appear for your Hearing Review, you will be charged an administration fee of $60. |
Hearing decision and payment |
The hearing officer is not bound by the decision of the screening officer. The decision of the hearing officer is final. If you fail to pay the amount set out in the hearing decision within 30 days of the due date, the ticket amount will be sent to the Ministry of Transportation to collect the administrative penalty and additional administrative fees will apply. |
