Mandatory Septic Re-Inspection Program

The Ontario Building Code was amended through Ontario Regulation 315/10 to establish mandatory septic system inspection programs to be administered by Principal Authorities. The Town of Innisfil has implemented the Septic Re-Inspection Program to meet the provincially mandated requirements.

Purpose of the Program

The main purpose of the program is to protect the quality of our drinking water and environment by identifying malfunctioning septic systems that may be contributing to the contamination of Lake Simcoe.

Authority of Inspections

Sewage system maintenance inspections are generally intended to determine whether a sewage system is in compliance with the operation and maintenance requirements outline in Section 8.9 of Division B of the Ontario Building Code. These inspections are completed by inspectors appointed by the Town of Innisfil as mandated under Article 1.10.2.3. of Division C of the Ontario Building Code.

Properties Identified for Septic Re-Inspection

Is Your Property Located Within 100 Meters of Lake Simcoe Shoreline?

All properties with septic systems located within 100 meters of the Lake Simcoe shoreline shall have a Septic Re-Inspection completed before January 1, 2016 and every 5 years thereafter.

Was Your Septic System Installed Recently?

If your septic system was installed after January 1, 2011 and is within 100 meters from the Lake Simcoe shoreline, you will need an inspection 5 years from the installation date and every 5 years thereafter. 

OR

Is Your Property Located Within 100 Meters of a Municipal Well?

Properties defined as a “vulnerable area” under the Clean Water Act will need a Septic Re-Inspection completed before January 19, 2017. The vulnerable areas identified in the Town of Innisfil are generally located within 100 meters of Municipal wells.

Was Your Septic System Installed Recently?

If your septic system was installed after January 19, 2012 and is within 100 meters from the above identified areas, you will need an inspection 5 years from the installation date and every 5 years thereafter.

Septic System (Sewage System) Definition

Sewage system means,

  • (a) a chemical toilet, an incinerating toilet, a recirculating toilet, a self-contained portable toilet and all forms of privy including a portable privy, an earth pit privy, a pail privy, a privy vault and a composting toilet system, an outhouse, composting toil
  • (b) a greywater system,
  • (c) a cesspool, 
  • (d) a leaching bed system, or
  • (e) a system that requires or uses a holding tank for the retention of hauled sewage at the site where it is produced before its collection by a hauled sewage system, where these,
  • (f) have a design capacity of 10,000 litres per day or less,
  • (g) have, in total, a design capacity of 10,000 litres per day or less, where more than one of these are located on a lot or parcel of land, and
  • (h) are located wholly within the boundaries of the lot or parcel of land on which is located the building or buildings they serve.
The Inspection Process
Step 1:Identify Systems to be Re-Inspected 
Step 2:Determine if Site/System has a Permit or any Health Unit Septic Records on file
Step 3:Review and asses any septic information on file.
If no information is on file then the homeowner will be contacted to collect information on their septic system.Using this Property Owner Information Form

Step 4:Conduct Septic Re-Inspection of the system for compliance with section 8.9 of the Ontario Building Code.
Step 5:Enter site/system and field inspection results into database.

NOTE: The septic re-inspection completed by the Town of Innisfil inspectors is a non-intrusive inspection limited to a visual examination only and is not a certification of septic system components hidden from view. 

What if My Septic System Does Not Pass the Inspection?

If your septic system is functioning properly but an inspector has noted minor deficiencies, your system may not pass inspection. Remedies for these minor deficiencies may be simple, such as replacing a broken tank lid or removing excessive vegetation from the dispersal bed area.

If there are signs that your system is or may be failing, we may require a third party to conduct a more extensive inspection at your cost. Depending on the results of the third party inspection your septic system may need to be repaired or replaced.

If a problem is found with your septic system you will need to remedy the deficiencies by obtaining the necessary permits and approvals. This may mean you will need to contact a qualified installer to replace or repair the tank or leaching bed.

What Does it Cost?

This re-inspection will cost property owners $129.90.

Are There any Funding Grants?

There may be grant programs available with local conservation authorities to qualifying individuals.
