NOTICE OF THE PASSING OF A DEVELOPMENT CHARGES BY-LAW BY THE CORPORATION OF THE TOWN OF INNISFIL

TAKE NOTICE that on Wednesday, September 19, 2018, the Council of Town of Innisfil passed By-law 104-18 under Section 2 of the Development Charges Act, 1997 with respect to Town-wide and area-specific development charge rates.  The charges in the aforementioned by-law will apply to all new residential and non-residential development, subject to certain terms, conditions and limited exemptions as identified therein.

The Town of Innisfil development charges new rates will take affect January 1st, 2019 and will be indexed annually on April 1st each year in accordance with the most recent twelve-month change in the Statistics Canada Quarterly, “Construction Price Statistics”.

SECOND ADDENDUM TO DC BACKGROUND STUDY

On September 11, 2018, the Town of Innisfil issued a second Addendum Report to the 2018 Development Charges (DC) Background Study. The purpose of the Addendum Report is to amend the July 19, 2018 DC Background Study based on stakeholder feedback and additional discussions with Town staff. The refinements are in relation to the Water Services capital programs and result in changes to the calculated Water services DC rates. There are no changes to the DC rates for Town-wide services or Wastewater services contained in the July 19, 2018 DC Background Study, as amended by the August 23, 2018 Addendum Report.

The impact of the changes is a reduction in the calculated development charges for Water services. After this reduction, the total calculated DC rate ranges from $46,924 to $58,304 per single detached unit, representing a reduction of $1,499 to $2,474 per unit from the rates calculated within the July 19, 2018 DC Background Study, which ranged from $48,423 to $60,778 per single detached unit. The associated impacts to the other residential and non-residential rate categories are fully discussed, and shown, in the Addendum Report dated September 11, 2018.

All identified changes within the Addendum Report will be reflected in a consolidated 2018 DC Background Study, which will be prepared following the passage of the new DC By-law and subsequently posted on the Town’s website.

On August 23, 2018, the Town of Innisfil issued an Addendum Report to the 2018 Development Charges (DC) Background Study. The purpose of the Addendum Report is to amend the July 19, 2018 DC Background Study based on additional analysis and discussions with Town staff. The refinements are in relation to the development forecasts included in the Background Study, and result in changes to the calculated Town-wide DC rates, including Roads & Related, within the Background Study and proposed by-law.  There are no changes to the calculated water and wastewater DC rates contained in the July 19, 2018 DC Background Study.

The impact of the changes is a reduction in the overall calculated development charges for Town-wide services. The Town-wide development charges were calculated at a total of $34,416 per single detached dwelling unit within the July 19, 2018 DC Background Study. After the identified changes, the single detached unit rate has decreased by $1,450 per unit to $32,966 per unit. The associated impacts to the other residential and non-residential rate categories are fully discussed, and shown, in the Addendum Report.

All identified changes within the Addendum Report will be reflected in a consolidated 2018 DC Background Study, which will be prepared following the passage of the new DC By-law and subsequently posted on the Town’s website.

NOTICE OF PUBLIC MEETING REGARDING DEVELOPMENT CHARGES

Take notice that on Wednesday, August 8th, 2018, the Council of the Town of Innisfil will hold a public meeting pursuant to The Development Charges Act, 1997, regarding proposed development charge rates and policies that will be applied throughout the Town. It is proposed that enactment of a development charges by-law by Council would occur on a date subsequent to the public meeting. Development charges are levied against new development, and are a primary source of funding for growth-related capital expenditures. The 2018 Development Charges Background Study relates to the provision of Library, Fire, Police, Parks and Recreation, Public Works, Fleet, General Government, Roads, Water, and Wastewater services. Council is required under The Development Charges Act, 1997, to hold at least one public meeting to allow the public the opportunity to review and provide comments on the Development Charges Background Study, related staff reports and the proposed development charges by-law. All interested parties are invited to attend the public meeting:

The 2018 Development Charges Background Study and the proposed Development Charges By-law will be made available for review not later than 20 days in advance of the public meeting and may be obtained from the Clerk’s office, 2101 Innisfil Beach Road, or from the Town’s website at www.innisfil.ca. Any person may attend the public meeting and make written or verbal representation either in support of or in opposition to the by-law. Written submissions are invited and should be directed to the undersigned. Written comments received prior to the meeting and submissions made at the public meeting will be considered by Council prior to the of new development charges by-law. When a developer is issued a building permit, the Town of Innisfil collects fees that are called development charges. These fees help cover the costs of building infrastructure so that a new development can receive municipal services, e.g. roads, water and sewer infrastructure.
