Licences and Permits

InnServices is required to hold a number of licenses to ensure safe treatment and delivery of our drinking water. 

The Municipal Drinking Water Licensing (MDWL) Program

The Licensing Program is the current approvals framework for municipal residential drinking water systems. In order to be issued a licence, the ministry requires that an owner have the following in place:

A Drinking Water Works Permit (DWWP):

•This permit provides approval to establish or alter a drinking water system and is obtained through application to the Ministry of the Environment and Climate Change (MOECC)

A Permit To Take Water (PTTW):

•This permit provides the approval to take water from the groundwater wells or Lake Simcoe water sources and is obtained through application to the Ministry of the Environment and Climate Change (MOECC)

An Accredited Operating Authority:

• An Operating Authority is the person or entity that is given responsibility by the owner of a municipal residential drinking water system for the operation, management, maintenance or alteration of the system. InnServices Water Division is the operating authority for all municipal drinking water systems within Innisfil. Operating Authority accreditation is based on the results of a third-party audit of an operating authority’s Operational Plan.

An Accepted Operational Plan:

• The Operational Plan is the quality management system required to be in place. The quality management system must be based on the MOECC developed Drinking Water Quality Management Standard. Amongst several other requirements, the Standard requires that an operating authorities top management establish and endorse a Drinking Water Quality Management System (DWQMS) Policy and share that policy with our customers, residents, and other interested stakeholders.

A Financial Plan:

• The final requirement that must be in place to successfully obtain or renew an MDWL is a Financial Plan that spans a minimum 6-year period, beginning with the year the current MDWL will expire. The plan must be prepared as required under Financial Plans Regulation (O. Reg. 453/07).
